The Eurasian Movement for the Right to Health in Prisons announces a tender for the provision of audit services for the project “Community at lead of HIV response in EECA prisons” implemented with financial support from the Robert Carr Fund.

Purpose of the tender
To select a service provider for conducting a financial audit of the project for the year 2025 in accordance with the project audit requirements.

Service delivery period
March 9, 2026 - April 30, 2026

Scope of Work
The selected contractor will conduct a financial audit of the project for 2025 (total project expenditure: USD 98,859) in accordance with International Standards on Auditing and donor requirements, and prepare an auditor’s opinion and accompanying report. Both the auditor’s opinion and the accompanying report must be prepared in English. A full description of the audit requirements is set out in the project audit requirements.

The primary objective of the audit is to determine whether the organisation’s annual accounts are accurate in all material respects, thereby confirming that the project financial report is also accurate. The audit must be conducted in accordance with International Standards on Auditing (ISA) 700.

To participate in the tender, applicants must submit a duly completed application form together with the full set of documents specified therein.

Application Procedure and Deadline
Tender proposals must be submitted by email by 2 March 2026, 18:00 (Tbilisi time) to t.palchun@emrhp.org. The subject line of the email must state: Tender Application for Audit Services_ Name of Service Provider. All applicants will be informed of the selection results by email. Evaluation Criteria:
  • cost of services;
  • capacity to deliver the services within the specified timeframe;
  • ability to conduct the audit in accordance with International Standards on Auditing;
  • compliance of the proposal with the tender requirements;
  • proven experience in conducting similar audits.

Payment Terms
Payment will be made in accordance with the service agreement, based on an invoice issued by the service provider and a signed certificate of completion. Payment will be made in Georgian lari in two installments: 80% as an advance payment; 20% upon signing of the certificate of completion.
