Network TBpeople

Network TBpeople established in Georgia two years ago while operating on the EECA regional level already has had the experience of working on the partnership programs on ART/TB continuous access and improved adherence through community empowerment as well as HIV/TB community based monitoring of HIV/TB prevention and treatment programs. ARV/TB treatment literacy still remains very low among KAP and their family members, there is constant need to community mobilization to give them the soft skills regarding understanding the priorities for the personal well being and link them to budget advocacy and monitoring for the procurement system and chain supply as well as quality check of enrolment in treatment and improved adhernce. Therefore, all partnership initiatives implemented by the organization are directed to the strategic domain mentioned. Another area of the work is advocacy for inter-sectional approach, namely how different ART-regimen impact on people on OST, those who are –co-infected and need/are in TB/HCV treatment. TB, treatment success rate among MDR TB cases including known HIV+ needs significant improvement through the region and the targeted countries. Managing HIV/TB in a line, is the greatest gap for the HIV response.

 

Sustainability of Services for Key Populations in Eastern Europe and Central Asia Region

Background

The overall goal of the regional program is contributing to reducing the HIV epidemic in the EECA region, through accelerating progress on Fast-Track by 2020 and ensuring the sustainability of HIV services for key populations countries of the EECA and SEE. For the financing of prevention and care services for KPs and PLHIV, the purpose is to fully utilize the previously untapped potential of possible ARV price reductions in the selected countries to generate accumulated savings and advocate for budget re-allocations.

The objectives of the Regional Program are:

Improve the financial sustainability and allocative efficiency of HIV programs, thus to

  • influence and shape the pricing policy of the key ARV patent holders and financial policy of the national decision makers;
  • develop and present the strategies and mechanisms for budget re-allocation to finance HIV prevention and care services for KPs and people living with HIV (PLHIV);
  • c. improve the mechanisms for a responsible and timely transition from Global Fund to government funding and social contracting;
  • d. optimize strategies on treatment and models of procurement and supply management, including ARV price reductions;

 

To alleviate the most important human rights and gender barriers for access to HIV prevention and care service;

To improve the efficiency and affordability of HIV service delivery models (testing and care continuum) for key populations.

The Regional Program is managed by Alliance for Public Health in Ukraine in partnership with All-Ukrainian Network of people living with HIV 100% Life. Network TBpeople is the partner network for

contributing to the budget advocacy enhancement for reaching better HIV.TB service integration in Georgia, Kazakhstan, Kyrgyzstan and Russia.

Program Areas

Regional Program “Sustainability Of Services for Key Populations in Eastern Europe and Central Asia Region” consists of four components. This Call for proposals is focused on:

  • Program area I. Creating sustainable financing for HIV services
  • Program area II: Optimizing Strategies on Treatment and PSM
  • Program area III: Reducing Human Rights Barriers and Gender Violence, Stigma and Discrimination of Key Populations

 

Key Assignments for the Consultant

The hired consultants will contribute to the implementation of the key activities of the of the project that is -Provision technical support to the national NGOs and KP-led organizations in the process of budget advocacy to increase of domestic spending for HIV/TB integrated services through:

  • Develop checklist for assessing the technical support needs for HIV/TB affected communities on national level;
  • Based on the checklist, conduct community needs mapping in accessing the HIV/TB integrated services;
  • With the wider consultation on the national level community as well other stakeholders target the basic gapped strategic areas and link them to budget advocacy recommendations.
  • Draft the strategy document for each country reflecting the short and long term community needs for HIV/TB integrated linked to recommend targeted advocacy interventions.

 

Country experts eligible: Georgia, Russia, Kazakhstan, Kyrgyzstan.

Note: The experts applying on behalf of the countries where they are residing during the contract implementation will have advantage. One expert per country will be selected.

Duration of the contract:

25 days overall since September 2019 by the end of the year,

 

Qualification requirements:

  • University or college degree in social sciences, public health, health promotion, journalism, communications, and / or similar field; please note, that proven work experience in the community needs assessment and advocacy would be seen as major indicator of qualification.
  • 2-5 years previous experience in national/regional advocacy work;
  • Experience in budget advocacy, or understanding of public finances will be an asset;
  • Excellent command of National language as well as English and /or Russian, both oral and written.
  • Excellent writing and correspondence skills, excellent communication skills.
  • Motivation and ability to work with high efficiency in the field of HIV/TB.
  • Previous experience and comfort working with diverse communities (PLHIV, PLTB, people who use drugs, sex workers, men who have sex with men, etc.)
