General Background:

In 2018, UNHCR provided technical support to the Government of Georgia to digitalize the database to be used for asylum-seekers and persons under international protection to ensure accurate statistical information and data management. UNHCR continues to support the Government of Georgia in its efforts to finalize the process of digitalization, development and maintenance of the said database.



Purpose and Scope of Assignment:

Under the supervision of the Associate Protection Officer, the Database Specialist will support and maintain the existing system, complete the remaining modules and will be responsible for:

  • Technical maintenance of the existing database system;
  • Analyze, design, test and develop new software parameters in line with the requirements;
  • Technical implementation and support in integrating of data with Public Registry of the Ministry of Justice of Georgia and the data of other state institutions upon relevance;
  • Data migration and analysis between the existing system and different data sources (existing older systems which remains active);
  • Prepare and extract reports.



Operational level: the Database Specialist will be responsible for:

  • Complete “Martkopi asylum” module, test and support potential changes;
  • Set up “Bulk Data” exchange with Ministry of Internal Affairs and Cross Border Information Service;
  • Ensure data integration with Public Registry (implementation of bidirectional data exchange);
  • Implement final modifications for module: statuses with appeals;
  • Design and develop user-friendly reporting system, prepare and extract new reports;
  • Integrate data analysis and migration for old information not kept in a digital format.



Monitoring and Progress Controls:

  • Review the Martkopi asylum module to ensure its proper functionality;
  • Data integration with Public Registry is in place;
  • Final modifications are implemented;
  • Reporting system is user friendly and monitoring of the reports ensured;
  • Monitoring and review of the data analysis migrated into the digital format.



Definition of the Final Product:

  • Complete, accurate and comprehensive database of asylum seekers and persons under international protection contains accurate statistical information.



Required qualification and experience:

  • Undergraduate degree (equivalent of a BA/BS) in IT and Computing, Social Sciences or related field plus minimum 1 year of previous work experience relevant to the function;
  • Previous experience in working on asylum-related data base (http://rrs.mra.gove.ge/);
  • Ability to use MS SQL Server/T-SQL;
  • Ability to program in language: C# (.Net Framework), Asp.net MVC, Html, CSS
  • Modify database structure, generate customized reports;
  • Ability to design the structure of the database, write appropriate interfaces for data entry and ensure data quality and security;
  • Experience in writing and maintaining database design documentation and operating manuals;
  • Professional ability to handle sensitive information and commitment to respect the confidentiality of such information while working with UNHCR and even after the contract ends
