CENN is seeking to recruit a highly qualified professional to fill the position of Monitoring and Evaluation (M&E) Specialist.

Job Description:

The M&E Specialist will lead the process of monitoring and evaluation of the organization’s projects, will oversee the M&E reporting requirements and track projects’ achievements in accordance with the respective M&E plans and towards indicators stipulated in the Performance Monitoring Plans (PMP) of the projects.   

 

Specific responsibilities:

The successful candidate shall perform the following roles and responsibilities in close cooperation with the core team:

  • Develop the M&E system of organization;
  • Develop the M&E plan according to the projects’ objectives and indicators;
  • Identify baseline information, track and record relevant PMP data by coordinating with project leads and stakeholders and report on indicators in a regular and systematic manner;
  • Assist project managers to select data collection methods for adequate monitoring and evaluation of the projects (these may include field visits, quarterly reports, specialized qualitative and quantitative surveys and other sources of information). Assist the management in reviewing these methods and making improvements to their monitoring and evaluation;
  • Develop analytical reports based on the collected data;
  • Identify progress and delays, facilitate projects team meetings to identify reasons behind delays, and mitigate delays in a timely and effective manner;
  • Assist projects management in the monitoring and evaluation of the implementation of activities; this may involve reviewing work plans, quarterly reports, participating in field visits, initiating regular portfolio reviews and contributing to projects evaluations;
  • Contribute to the planning of new activities that support the desired results - this includes providing input into assessments, Scopes of Work for new activities;
  • Seek ways to streamline the process and increase efficiency in gathering and using performance information;
  • Lead the process of internal a mid-term and an end-of-projects evaluation in order to assess projects’ relevance, performance, efficiency, and impacts in relation to the stated objectives and intended results;
  • Perform other tasks relevant to the assignment.

 

Necessary Qualifications

Education:

  • At least Master’s degree in social sciences or related fields
  • Specialized courses in management, leadership, ethics, monitoring and evaluation and various specialized databases and computer programs will be the advantage.

 

Experience:

  • Minimum 5 years of working experience in related fields, from which minimum 3 years of progressively responsible professional experience in the performance monitoring and/or evaluation role with an international organization/donor funded Projects.
  • Experience in developing results frameworks, logical frameworks, or similar tools for project design is required. 
  • Experience in developing and/or using performance management plans or similar tools is required. 
  • Experience in monitoring and evaluating programs—including indicator development, study design, and data analysis — in multiple sectors.
  • Experience using knowledge management software or database is highly desired. 

 

Languages:

  • Fluency in written and spoken English and Georgian.

 

Abilities and Skills:

  • Demonstrated organizational, analytical, communication, interpersonal and intercultural skills.
  • Solid skills in research (information collection), data analysis and reporting, monitoring, and evaluation of development activities. 
  • Proven high computer skills.
  • Ability to develop partnerships with a wide range of organizations and local governments.

 

Personal characteristics:

  • Active, open-minded, management skills, friendly, flexible, sense of responsibility and ability to work independently.
