Context:
Under the overall guidance of the Chief of Mission (CoM) and direct supervision of the Programme Coordinator, and in close cooperation with the respective Thematic Project Managers, the successful candidate will provide a variety of technical, programmatic and administrative support to the implementation of the mission’s programme portfolio within Protection (PXD) thematic area, inter alia related to: a) combating trafficking in human beings and enhancing direct victim assistance, b) upholding the human rights of migrants and other populations relevant to IOM’s mandate, c) analysis of legal issues as connected to IOM’s Programme portfolio in Georgia, d) actively contribute to the development of national legislation, policies, strategies and action plans concerning the thematic areas included under points a) - c), with the following duties and responsibilities:
Core Functions / Responsibilities:
- Initiate and support planning, coordination, implementation, and monitoring of project activities under the mission’s Protection (PXD) portfolio, as related to protection and assistance to vulnerable migrants (AVM), including victims of trafficking.
- Monitor budget implementation and propose adjustments as necessary.
- Produce status reports; identify shortfalls in delivery, bring them to the attention of the supervisor and suggest corrective measures.
- Compile, summarize, analyse, and present information/data on specific protection-related issues, highlighting noteworthy issues for the consideration of appropriate parties.
- Monitor developments in the legal sphere that touch on the field of migration and IOM’s programme in Georgia and produce thematic briefs for IOM management.
- Coordinate with diverse organizational units and external parties to initiate requests, obtain necessary clearances, follow-up on administrative actions, etc.
- Respond to complex information requests and inquiries; set up and maintain files, records and correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, power point presentations and other forms of documentation.
- Organize meetings, workshops and training sessions; prepare training materials and participate in the delivering of capacity building workshops.
- Establish and maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the projects.
- Monitor work of implementing partners and report any non-compliance to the supervisor.
- Provide guidance/training and assist in coordinating and monitoring work of other staff in the unit; may supervise other staff as assigned.
- Participate in the activities of the Permanent Group of Adjudication of the Status of Victim of Trafficking in Human Beings, resorting under the Interagency Coordination Council for Taking Measures against Trafficking in Human Beings and keep the supervisor informed of developments.
- Perform other related duties as assigned.
Required Qualifications and Experience
Education
- School diploma with six years of relevant experience; or,
- Bachelor’s degree in Human Rights, Law, Political or Social Sciences, International Relations, Development Studies, Migration Studies or related fields from an accredited academic institution with four years of relevant professional experience.
Experience and Skills
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage
- Good interpersonal and communication skills.
- Good organizational, planning and coordination skills.
- Knowledge of MS Office applications.
Languages
- Fluency in English and native command of Georgian, both written and spoken is required. Working knowledge of other UN Official Language(s) is an asset.
