Human Rights House Foundation seeks a Senior Capacity Building Officer for a newly established position in the organisation. Senior Capacity Building Officer will lead the development and implementation of HRHF´s capacity building program that will support broader organisational objectives. The work will entail capacity building support to human rights organisations in the areas of organisational development, human rights and advocacy in the countries where HRHF and the network of Human Rights Houses operate.

Applicants should have demonstrated experience in all aspects of capacity building and training – including needs and capacity assessment, design of capacity building programs, facilitation, monitoring and evaluation, and capacity strengthening processes. Applicants should have experience working with civil society organisations in Eastern Partnership countries within the field of human rights. This position reports to the Head of House Development and Support and its location can be negotiated.


Responsibilities:

  • Develop and implement a capacity building program, based on assessment of needs, in the countries where HRHF works.
  • Support implementation of HRHF´s programmatic objectives by working with local organizations to define their training and capacity needs;
  • Working with the rest of HRHF staff, develop action plans to enhance organisational and human rights capacity of local organizations and coalitions;
  • Review, adapt and systemise existing training materials in collaboration with content experts to develop high-quality training curricula and capacity strengthening approaches;
  • Coordinate in-country capacity building activities to assess training needs, identify experts, and provide technical and administrative support for training programs;
  • Identify potential trainers and design and carry out trainings to transfer training and capacity building skills and tools;
  • Provide input into the development of monitoring and evaluation tool for HRHF´s capacity building program, including key capacity building benchmarks and outcome measures;
  • Identify and support local trainers or organizations that can provide follow-up and support following training workshops to address ongoing training needs;
  • Write project reports, document results achieved, and share best practices for training and capacity building;
  • Other duties as assigned by Head of House Development and Support Program.

 

Requirements:

  • Commitment to advancing human rights with a locally-led mindset.
  • At least seven years of relevant work experience planning and designing, and implementing training programs and other capacity building activities;
  • Demonstrated knowledge and experience in a wide range of capacity building activities, including conducting institutional capacity needs assessments, curricula design, participatory training and facilitation, training evaluation, and follow-up action planning;
  • Demonstrated commitment to and substantial experience in designing and using participatory, learner-centered methodologies for both training and capacity building;
  • Strong communications skills including writing and speaking;
  • Fluency in English and Russian required; fluency in another Eastern Partnership country language is an advantage;
  • Experience working in multi-cultural environment;
  • Demonstrated knowledge of political and social situation in Eastern Europe; knowledge of political and social situation in other regions where HRHF works is an advantage.


This is a 2-year position with an opening for extension. Work authorisation in Europe and ability to travel internationally is required.

Salary:

2000-2500 EUR/month net
