The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is pleased to announce a job offer for the position of a Senior Advisor on Migration and Diaspora in GIZ Programme "Migration and Diaspora."

 

Objective and Function:

  • This position entails the coordination of the BMZ-commissioned global “Programme Migration & Diaspora,” in Georgia that GIZ is implementing on behalf of the German Ministry of Economic Cooperation and Development (BMZ) including team leadership. Through the Programme Migration & Diaspora, we harness the positive impact of regular migration and diaspora engagement to drive forward social and economic development in our partner countries.
  • Furthermore, the position entails the responsibility for migration policy advice, based on the country-specific activity portfolio. We strengthen state and non-state actors in tackling the challenges and shaping the opportunities of migration policies, we support them in harmonizing their respective mandates and we promote dialogue between a government and the country’s diaspora.

 

Responsibilities

Coordination of the programme:

  • Strategically managing the activities of the global Programme Migration and Diaspora (PMD) in Georgia in accordance with the commission and in close coordination with the management of PMD in HQ;
  • Supervising the members of the “migration and diaspora” team in Georgia, including the experts of external service providers;
  • Providing professional advice to partners, cooperating with important stakeholders and representing the programme externally;

 

Migration policy advise (MPB):

  • Supporting the strategic set-up of the component of migration governance in close coordination with the team in HQ;
  • Establishing and strengthening of strategic partnerships with relevant political and operational partners of the component;
  • Designing MPB services based on needs analysis of the political partners and assure their implementation and monitoring (e.g. monitoring external consultings in implementation);

 

General:

  • Innovation and knowledge management;
  • Ensuring information flow and timely reporting;
  • Managing interfaces with other GIZ-programmes and projects;

 

Tasks

Management and coordination

Coordination of the programme

  • Driving the process of strategic programme development of PMD in Georgia
  • Managing all staff members who report to him/her (management responsibility for staff in bands 1 to 4) and of staff members of external service providers
  • Supervising project planning for the three different components and ensuring implementation
  • Managing and monitoring of the PMD budget
  • Reporting directly to the Portfolio Manager Georgia and to PMD Regional Manager in HQ

 

Advisory services

Coordination of the programme:

  • Identifying potential new partners of PMD based on the strategic set-up and partners needs analysis
  • Monitoring the development and implementation of PMD plans and activities in close consultation with counterparts
  • Advise to PMD-partner institutions on needs analysis, development of concepts and strategies; providing technical input
  • Identifying needs for external support and advice, formulation of terms of reference, selection and supervision of third parties, including performance evaluation

 

Migration policy advise:

  • Coordinates design and implementation of services to political partners based on profound need analysis
  • Responsible for continuous management of partner relations including evaluating relevant political topics and themes together with partners
  • Based on this, initiates policy dialogue on migration governance and migration and development issues with government, donors, civil society, private sector
  • Contributions to development of policies as relevant
  • Design, preparation and implementation of workshops, seminars and other events on issues related to PMD’s area of activity (with external support)

 

General:

  • Development and implementation of quality assurance measures

 

Networking and cooperation

  • Ensuring cooperation, regular contact and dialogue with partners, with local communities, relevant organisations, non-governmental agencies and individuals in the project environment and with other projects to improve and maintain good working relationships
  • Communication of local interests and efforts, forwarding these and encouraging sharing of ideas and information for the benefit of PMD
  • Traveling (abroad) regularly, in accordance with PMD requirements

 

Knowledge management

  • Development of ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
  • Reporting and presentation of documents
  • Formulation of appropriate input for various project/programme reports including annual reports, contribution to other reports required by GIZ country office and GIZ HQ
  • Assistance in research activities and studies on political issues

 

Other duties/additional tasks

  • performs other duties and tasks on request

 

Required qualifications, competences and experience

Qualifications

  • masters/MSc in an area that is related to the project/programme objectives, with a focus on migration policy advise and management

 

Professional experience

  • 5 to 10 years’ professional experience, with at least 5 years professional experience in a comparable position

 

Other knowledge, additional competences

  • very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • a proven track record in a managerial position
  • fluent written and oral knowledge of English and local language, knowledge of German is an advantage
  • willingness to upskill as required by the tasks to be performed
